We had so much typhoons last year that directly hit the islands of Japan.

Last year so many lives were lost by weather disasters (326 dead and not found ...for reference see http://www.data.kishou.go.jp/climate/cpdinfo/monitor/2004/2_2.html in Japanese), especially the elders who couldn't evacutate quickly and appropriately.
Typhoons were the most deadly and they had deep impacts on us with a record breaking ten of them landing on Japan ("landing" is a term used when the lowest pressure point of the typhoon which usually is the center lands on any island of Hokkaido, Honshu, Kyushu, and Shikoku ...for referense see http://www.tbs.co.jp/morita/qa_taihu/faq_010822-24.html in Japanese) last year.

Self-examination from last year's irreparable damages have brought the concept of "evacuation preparation advisory" to be implanted in the local governments' antidisaster plans. These advisories shall be given out for the elders and ones vulnerable to disasters to start evacuating before an "evacuation order" will be given out.
It's really HARD to determine whether we should evacuate until it becomes really dangerous, and you should know that'll be too late because you won't be able to evacuate when the rain is heavy and the winds are blowing like you're on top of the Empire State Building. Since these advisories would be given out hours before it could become dangerous, they could easily bring a cry wolf effect. But we should all thank God if there were to be no dangers even if you've evacuated and I hope everybody just would call themselves lucky if no damages turn out and continue evacuating each time there will be an advisory so they'll really be thankful when the real damaging one comes...

The time for examination is closing by as Typhoon No. 7 (Banyan) seems to be heading this way and early next week we will be in the crisis mode. I just hope everybody watches our news programs and listen to their municipalities giving out appropriate informations to save their lives.

去年は本当にたくさんの台風が日本列島を直撃した。

去年は本当にたくさんの人たちが気象災害で命を落とした（３２６人の死者と行方不明者…日本語の参考ＵＲＬ）。特に素早く、または適切に避難することができないお年寄りが。
このうち台風が最も致命的で、去年は日本に１０個も上陸と記録的だったため、大きなインパクトを与えた。（「上陸」は台風の最も低い気圧のポイント、通常は中心部、が北海道、本州、九州、四国のいずれかの島に上陸した場合に使われる用語…日本語の参考ＵＲＬ）

去年の取り返しがつかない被害による反省から「避難準備情報」という概念が地方自治体の防災計画に盛り込まれることになった。この情報はお年寄りや災害弱者が「避難命令」が出される前に避難をし始められるように出されるべきものだ。
避難するべきかどうかは判断するのはものすごく難しい、本当にやばくなるまでは。そしてその時には時すでに遅しだ。なぜなら雨が激しく降って、エンパイ ア・ステート・ビルの上にいるような風が吹いてる中、避難することなんかできないから。この情報は危なくなる何時かも前に出されるはずなので、狼少年効 果を生みやすくなる。でももし避難してしまったあと、何も危険がなかったのなら、みんな神様に感謝すべきで、結果的に被害が出なかったらラッキーだったな とみんなで言い合ってくれたらいいのに。そして情報が出る度に避難し続けてくれたら、マジで被害が出るのが来た時にみんな本当に感謝すると思うんだ。

検証の時が近づいてきた。台風７号がこっちの方に向かっているようなので。そして来週の早い時期に危機体制に入る。みんなの命を守るために、うちのニュース番組を見て、地元自治体が出す必要な情報に耳を傾けてくれたらいいなと心から思う。

みんなに役に立てるよう、心を固くしている同僚たちと最大限の力を尽くしたい！！
