Fill the absense in the Indian Ocean

So an interim EWS will be filling in the absense in the Indian Ocean.
The proposal by Japan and the U.S. seems simple enough... Using the data and telecommunication networks already available to send a message just to alert "that an earthquake which might generate a tsunami is on the way" to countries in need of such warning.
It was proposed to be in service in half a year. ...Now, here comes the question. If it's that simple, why didn't we have it in the first place? Well I don't now if we're all scientists, but nobody would have thought so, before last December. Tsunamis were practically thought of only in the Pacific. Well yes, there might have been one in the Indian Ocean, even the Mediterranean. It's impossible to read the future, YEAH. But killing 200,000 of more instantly was something we could think more from now on of our earth's unbelievable behaviors.
Yes we could have earthquakes with a magnitude of 9 and over. Tsunamis over 10 meters after hours. This may happen in Japan tomorrow. Or even in Italy. We can't prepare ourselves to everything, but we should at least remember if you see something unusual... RUN!

タイトル：インド洋の欠陥を解消できそうだ

ということで、暫定的な早期警戒システムによってインド洋の欠陥が解消されそうだ。日米が行った提案は非常に分かりやすい・・・すでに利用可能なデータと通信ネットワークを使って、「津波を起こす可能性がある地震が起きた」という警戒情報を必要な国々に呼びかけるだけだ。
提 案では半年で実施ができるそうだ。・・・そうすると一つの疑問がわいてくる。それだけ簡単なら、なぜ最初から無かったの？我々はみんな科学者じゃないの で、そんなことは去年十二月以前には誰も考えなかったのではないだろうか。何せ津波はほとんど太平洋でしか起きないものだと思われていたのだから。まぁし かし、やっぱりインド洋、地中海でさえ、あっても不思議ではなかったんだ。将来を予測するのは不可能だね、本当に。しかし、二十万人を超える人が瞬間的に 命を失った事実は、地球の信じがたい行動についてもっと考えさせるきっかけになったのではないだろうか。
マグニチュード９を超える地震も起きるん だ。数時間後に十メートルを超える津波も。これは日本であす起きるかも知れないし、イタリアでも起きるかも知れな い。我々はすべてのことに備えることはできない。でもこれだけは覚えておかないといけない。やはり何か普通でないことを見たら…とにかく逃げる！
