in Japan, the federal response is already in questions and pictures from ABC were used in the evening news...
Looting and crime-infested cities were a great surprise to us... No wonder the Americans didn't believe there were no looting in Kobe when the big quake hit in 1995!
FEMA and the suffering southern states' emergency measures were the topics of research for me today, as questions of why the needed help is not getting to the survivors of the massive Katrina disaster is a mystery to us all in Japan.
I know that the governments in the United States have a very different rule compared to Japan's (it's much closer to countries like FRG and ROK). The President must control the flow of troops to different states as the connections between the American 50 states are not close like the Japanese prefectural governments, with much more independence granted to them.
Was the President and FEMA too late to decide an invocation of federal power and law was necessary to overcome the humongous hazard? This will be the key to the President's survival in office and something we Japanese should learn lessons from as we also could have disasters that extend over a wide area. (The coming typhoon NABI right now is just as large and strong as Katrina! I hope it weakens before it reaches Kyushu at around Monday night...)
Let's see how the Americans will handle the challenge to save millions of people and we shall try to get some follow-ups on what went wrong!!

略奪と犯罪が横行する街の様子に我々はただ驚くばかりだ…。１９９５年に大震災が発生したときに神戸で略奪が無かったということをアメリカ人が信じなかった訳だ！
米国危機管理庁と被災した南部の州の応急対策がきょうのリサーチトピックだった。大規模なカトリーナ災害の生存者たちに必要な支援が届かないことが我々日本人みんなにとって謎になっているから。
ア メリカの行政は日本とは全く違うルールでやってる（ドイツ連邦や韓国により近い）ことは知っている。大統領は違う州へ兵を投入する管理をしなければならな いし、日本の都道府県庁同士と違ってアメリカの５０州は横のつながりがそれほど深くない。それぞれ独立性が与えられているからだ。
大統領や危機管 理庁は この大規模な災害を乗り越えるために必要な連邦レベルの力や法律を介入させるべきだいう判断が遅すぎたのだろうか？これはきっと大統 領が政権を維持できるかどうかの鍵を握っているし、我々日本人も学ばないといけないことが含まれてるんだと思う。我々の国でも広域に及ぶ災害がいつ起きて もおかしくないから だ。（次に向かってきている台風１４号はカトリーナと同じぐらい大きくて強い！月曜夜に九州に達する頃に弱まっていることを祈る…）
アメリカ人たちが何百万人の人たちを救うというこの挑戦にどう立ち向かっていくのか見ていこう。そしてどこで間違ったのかという続報もおさえていかなければ！！

アメリカは災害が起きる前の「予防」＝
disaster preventionより
「応急策」＝emergency measuresを
重要視すると聞いたこともあるが、
道路がぼろぼろになって、
これだけ大規模な被害が出ると
応急対策もへったくれもないはずだ。
阪神のとき日本がダメダメで、
その前の年のノースリッジのときは
すぐに情報がＦＥＭＡに入って、
アメリカはすごいと日本の防災担当者が
思ったことは幻想だったと分かっただろう。
大規模災害をきっとなめていたのだ。
