...In the summer this type of day signals a horrible day for vulnerable kids.
Facsimiles of photochemical smog alerts are sent to my office from time to time to update the media of the situation.
As a kid raised in Osaka, I was aware of the danger of these smogs and I always feel sympathy to the kids living around my apartment in Tokyo now, as they also have to be careful just to run around with friends in such a polluted environment. When I lie in bed on weekends I occasionaly hear the speakers outside telling us an smog alert has been announced. (http://www.merit5.co.jp/gyosei/nakano/0408/0408news.html#03) Ironically the announcement wakes me up and tells me that day is a beautiful one, sunny and warm which in return gives the way to the photochemical smog to be rampant.
We've become so wealthy and affluent, so we can all bare these kind of consequences, right? I wish the children will be healthy enough to feel the happiness of living in a wealthy nation.

Photochemical smog are showing signs of reccurring in the cities (in Japanese: http://www2.health.ne.jp/library/5000/w5000479.html) as more alerts are being released these several years.
It's too fast to give out conclusions why this i's happening, but with traffic jams all over the area, and rising temperatures partly linked with global warming may have something to do with it.

July 18th is set as "the day of photochemical smog" as in that day in 1970, about 40 students at a girls' high school in Suginami Ward of Tokyo were sent to hospitals complaining of sore eyes and headaches eventually proven to be caused by the smog.

2) when the sun shines for more than two and half hours after 9AM
3) when the winds are calm or mild
4) when the temperature difference is more that 7 degress Celsius
at the surface and at around 1000 meters
5) when the atmospheric pressure is distributed into the summer type
with the isobars are placed in spacious intervals

きょうは晴れて暑い一日だった。今週、何日も曇りで涼しい日が続いたあとだ。
…夏のこのようなタイプの日は傷つきやすい子供たちにとって悪い日になる合図だ。
光化学スモッグ予報のファックスが断続的に職場に送られてくる。メディアに発表の最新状況を知らせるためだ。
大阪で育った子どもとして、こうしたスモッグの危険性は知っていたつもりだ。そして今、自分が住む東京のマンションの周辺に住んでいるガキどもには同情し てしまう。奴らもこんな公害だらけの環境でダチども走り回るだけでも注意しないといけないんだから。週末にベッドに寝転がってると時々外のスピーカーから スモッグ注意報が出されたことを伝える音声が聞こえる。（中野区の英語による説明があるＵＲＬ）皮肉にもその音声で目が覚めて、きょうも晴れて温かい美し い天気だということを知らせてくれる。つまり、光化学スモッグが猛威をふるうことができる天気だと。
我々はかなり豊かで恵まれている。だからこれぐらいの応報は我慢できるだろう？子供たちが豊かな国に暮らす喜びを感じることができるほど健康でいることを祈る。

光化学スモッグはまた街で復活の兆しを見せているらしい（日本語のＨＰ：ＵＲＬ）。注意報の出ている数がここ数年で増えているらしい。
結論を出すのは早すぎるが、地域は渋滞だらけで、地球温暖化と部分的に関連性がある温度の上昇が何か関係しているんだろう。
注意報や警報は都道府県レベルの役所から発表されている。（東京都と大阪府のＨＰ）
７月１８日は「光化学スモッグの日」に定められている。１９７０年のその日、東京の杉並区の学校から４０人ほどの女子高生が目の痛みや頭痛を訴えて病院に運ばれ、原因がスモッグによるものだと後に断定された。

環境にうるさいカリフォルニアではあまり
聞くことがないタームだ。昔はあったのだろうか。
工場に近いところだったらおかしくないけど、
そんなとこにはあんまり人は住んでないし、
やはり工場のすぐ近くにたくさん家が建っている
日本ならではの問題なのだろうか。
勿論、アジアの仲間の中国や東南アジアでも
問題になりそうな感じだが。
